Because of it's HLE nature I can modify games easily (despite the low compatibility) because games can load from loose files in folders rather than ISOs like PCSX2 forces you. Xenia also because of it's HLE nature I can modify games from inside folders. I like Xenia in general because I never had an X360, I always went to my friends place to play on his 360 so to have those games we used to play available on PC is just magic to me. What I hate about PCSX2 is it's low accuracy what do you mean by low accuracy? It passes all of the timing, IOP, DMAC, VIF tests thrown at it.

But they're only used for undocumented parts of the console and some of these hacks also simulate the same behavior as the console. Also hacks aren't so uncommon, most of the emulators have them. Even this subreddit's favorite emulator Dolphin has. (only an example, there are still lots of hacks in dolphin) I hope Play! Will bring much more accurate emulation, compared to PCSX2.
The emulator looks very promising, and I'm impressed with it so far, despite still being an obvious W.I.P. I'm also expecting great things from play! It's portability is really nice but unfortunately most of the core/GS part is still left unimplemented. And, it also had;) all of them aren't highlighted. Example: Manually forcing the CRTC height based on SYSCALL is wrong, you need to get them from the DISPLAY registers of the GS. There are still a lot of more hacks but don't get me wrong though, my intent is not on proving that play! Has no potential but rather that it still has some quirks and still needs more work to get near the accuracy of PCSX2.
From a code base perspective, Play! Is obviously better as the code style is quite consistent at most places as it's only being worked by a single person whereas the code style is inconsistent on PCSX2 side. From an accuracy perspective, PCSX2 is currently better than play!, on PCSX2 - you can play almost all games perfectly fine with software mode.
Only few rare games have problem with it (R&C shadows). Hardware mode is broken on some games with graphical bugs due to texture cache crazyness, either way issues are still getting fixed and hardware renderer is still improving. (Thanks to gregory).
I might as well chime in here myself. Level 2 exceptions are unimplemented(Reset, NMI, Performance Counter, and Debug) Timing is not perfect(EE timing hack). TLB Remapping isn't implemented. The TLBWR instruction doesn't pay any respect to the Wired or Random random registers.
The random register isn't set after every executed instruction. There's a bunch of work that needs to be done with SIF2(Will likely require a bunch of testing on actual hardware) Not all of the performance counter events are emulated.
Of course most of this stuff doesn't affect games, but it may affect getting linux up and running, and is useful for preserving the hardware as a whole. You could also nitpick and mention the lack of the BTAC and Instruction caches, though they aren't necessary at all. I understand that PCSX2 passes a bunch of tests that have been written, but there's a lot that needs to be fixed. Of course I know that Dolphin, PPSSPP, and most other emus have just as many or more issues as well.
